The Documentary and Feature Film Studios (WFDiF) has received PLN 34,714,187.02 from the European Regional Development Fund under the European Funds Programme for Infrastructure, Climate, Environment 2021-2027 (FEnIKS). The funds will be allocated to the first stage of a strategic investment, including the construction of the modern Educational Center with the Film Park at the premises of WFDiF at 21 Chełmska Street in Warsaw.

Project Title:

Increasing the attractiveness and competitiveness of WFDiF in the area of ​​cultural offerings, particularly the film area, by creating the EDUCATIONAL CENTER – an innovative and modern film education center.

Project outcomes, results, tasks, and activities:
As part of the project, the modern Educational Center with the Film Park will be built in the newly designed WFDiF space at 21 Chełmska Street (along Kierbedzia Street), creating a unique, innovative center for cultural and film education, along with educational infrastructure.
The Center's activities will focus on modern film education, delivered in state-of-the-art workshop, exhibition, cinema, and educational spaces. 

Participants will have access to sound, editing, special effects, and animation rooms, which will allow for film workshops, lectures, film screenings, and interactive exhibitions.

The two-story building of the Center, with a total usable area of ​​2,999 m², will be divided into three functional zones:

a film education zone, an exhibition and workshop zone, and a catering zone. Additionally, it will house a screening room for 150 people, a media library with audio library, catering facilities, office and administrative facilities with a social area.

The northeastern wing of the building will house the film education space, while the southwestern wing will house the exhibition and workshop area.

Furthermore, the film education area will be accessed directly from the eastern facade of the building. From there, access will be provided through the entrance hall and general circulation routes to the film education rooms, office and social areas, restrooms, and a publicly accessible themed café with all necessary technological facilities. The building will be located within the compact development of the Documentary and Feature Film Studios complex in Warsaw's Mokotów district, at 21 Chełmska Street, plot no. 16/3, precinct 1-03-11, in its southeast corner.

The Center will be equipped with modern visual and audio equipment, which will support advanced film education.

This will include the implementation of various educational workshops, including, inter alia, the fields of: virtual production, film production, sound engineering, animation, post-production, special effects, camera and acting workshops, and the Project: Audiovisual Technology Laboratory, Exhibitions - Film Set 2.0. The investment includes the purchase of educational equipment and cinema auditorium equipment, as well as equipment for the exhibition hall, outdoor exhibition, outdoor cinema, and cinema auditorium.

The planned technical and technological solutions, when fully implemented, will enable the modernization and upgrade of the WFDiF infrastructure. This will result in the creation of a film education center unique in Poland, combining technological solutions and virtual space with artifacts from real film sets held by WFDiF (costumes, props, set design elements). A unique place for modern film education will be created, offering the opportunity to discover the secrets of cinematography by combining the virtual world with real objects.

A major attraction within the investment area will undoubtedly be the publicly accessible Film Park, providing an open, green space for recreation, meetings, and integration within the WFDiF grounds for participants in activities and workshops as part of the educational and cultural offer, as well as for the local community. The Film Park will host permanent and temporary exhibitions, as well as various outdoor events, including film music concerts and a summer open-air cinema.

The Educational Center and the Film Park will serve as a "third place", which, according to sociologist Ray Oldenburg's theory, is a neutral space, unrelated to work and home, vibrant with the life of the local community, strengthening its sense of belonging and connection with others. The WFDiF investment will contribute to the creation of an innovative and unique place for cultural education, based on community engagement and initiatives, and consequently, will increase public involvement in cultural life. The project will result in socio-economic revival by improving the quality of public space, in line with the principles of spatial order and aesthetics, and promoting environmentally friendly solutions. 

The project has a valid building permit. The construction will begin in the first quarter of 2026. The completion and opening of the facility are planned for the third quarter of 2028.
Target Groups:
The cultural programme of the Center with the Film Park will be aimed at a wide audience, including children and young people, school and university students, seniors, emigrants from Ukraine and other countries. The Center will also be open and accessible to all Warsaw residents interested in Polish cinema, film, or knowledge of audiovisual arts.
The project will create a modern cultural infrastructure of particular importance to Polish cinema, responding to the needs of contemporary audiences across various age and social groups; providing users with modern, comfortable, and safe conditions for enjoying the offer, fostering social inclusion and cultural education by eliminating barriers to accessing culture for people with special needs.

The project will significantly increase access to the cultural and educational offer for audiences in Warsaw, Masovian Voivodeship, and other voivodeships. It will also adapt to the needs and expectations of diverse audiences.

Access to cultural resources will be ameliorated regionally, including addressing differences in access to culture and cultural education between urban and rural areas, as well as among audiences with special needs.

As part of the project, WFDiF will combine its valuable film resources with the planned cultural and educational offer and new infrastructure to create a space for social integration. Furthermore, the core of WFDiF's activities – film art – enjoys widespread popularity in culture. This is why the shared experience of it will integrate people from diverse social groups, thanks to the project.

This space will become open to anyone who wants to explore the secrets of cinematography and audiovisual art.

Specific Project Objectives:

 

  • Expanding the audience for the cultural and educational offer and increasing the number of visitors to the institution.
  • Generating new events for the institution and increasing social activity by opening up to different audiences.
  • Responding to the educational and cultural needs and the demands of the local market.
  • Strengthening the role of culture and sustainable tourism in economic development, social inclusion, and social innovation.
The planned investment is of strategic importance to the socio-economic development of the country and the region, due to:
  1. Increasing the attractiveness and competitiveness of WFDiF as a cultural institution in the area of ​​cultural offerings, particularly film, on the domestic and European markets by creating an innovative and modern film education center.
  2. Creating the Educational Center – a new space for conducting cultural activities and cultural education that fosters audience development. A modern cultural infrastructure will be built at WFDiF, meeting the needs of today's audiences, providing users with comfortable and safe conditions to enjoy the offerings, fostering social inclusion and cultural education by eliminating barriers to accessing culture for individuals with special needs.
  3. Promotion of Poland and the history of Polish cinematography by creating a new space and organizing events for film audiences of all ages.
  4. Professionalization of staff by developing and upgrading the qualifications of Polish specialists, educators, film scholars, and cultural sector employees.
As a result, the project will contribute to the socio-economic development of Warsaw, Masovian Voivodeship, and the entire country. In the long term, it will support processes related to increasing Poland's attractiveness in terms of cultural offerings, building historical awareness; particularly in terms of film knowledge, and supporting socio-economic changes. 

A strong cultural education sector will enable positive changes in the country's economic profile, including the development of the labor market, cultural industries related to film and education, and the development of social infrastructure. The development of the creative sector requires ensuring appropriate conditions for creators and audiences, and utilizing their ideas to promote culture and artistic activities. WFDiF will leverage its potential in cultural heritage and contemporary cultural offerings to create a modern and attractive educational and cultural space for audiences.
